Start with the basics, swap the video cable on that monitor over to another one, if the flickering follows, it's either the cable or that specific port on the GPU

yeah other things would be do cables support whatever protocol for the resolution/frequency that's being set and/or support freesync/gsync or if turning those on/off or vsync have any effect
flicker usually result of some synchronization kind of issues but root cause can be lots of things
