So im planning on building a home Minecraft server for me and my friends,so in total 4-6 people.We plan on playing a heavy modpack and i was wondering what cpu would give the best price to performance ratio. I plan on sticking to 16 gb of ddr4 and a 128 gb m.2 ssd.
I would also prefer the cpu to be power efficient if possible.

depending on how heavy exactly you are planning on modding the server the 16 G will work (keep in mind, that the os will also need some of that ram).
There isn't really THE cpu to recommend, but in general you should look for as high single-core-performance as you can fit in your budget. the current king of minecraft server cpus is the ryzen 7 9800X3D, however that one is neither cheap nor power efficient.
One worth looking at is the ryzen 5 5600XT (am4 because you whish to use ddr4) that one doesn't have any graphics but you can get around that by setting it up first temporarily using another gpu and then manage it remote (e. g. via ssh).

The 7600x offers a bit more performance but also uses more power. The main benefits would be RAM speed and upgradeability

i have allso ran server of sky factory 5 with 3 plays with runinnig clinet+server on the same pc

if your runing loads of mods 16GB kind of needed

but if you go ddr5 platform min is 32GB due to ddr5 spec with duel channal need 2x16GB

since all 8GB sticks of ddr5 are x16 memory cut the bank count in 2

i did not tset MSPT with ram scailing but fps in single player it was about 30% gains when i tunned my memory
