PC Specs:
Motherboard: MSI MAG B650 Tomahawk Wifi
CPU: AMD Ryzen 5 7600X 4.7GHz 38MB
RAM: Kingston 32GB DDR5 5200MHz Fury Beast B
CPU Cooler: Arctic Cooling Liquid Freezer III 360
Graphics Card: GK Asus PCIe Dual-RX7600XT-016G
Powersupply: MSI MAG A750GL PCIE5
Windows 11

Cause of crash:
There was an update to a program called AMD INSTALL MANAGER, it required me to restart the computer. (What Ive heard, there is a dilemma for windows 11 that you cant restart the computer. You need to turn it off and turn it on again.) So, I did. And then after a few minutes I turned off the pc by pressing down the startbutton until the pc turned off. And then I turned on the pc again.
After Ive turned on the pc, everything was normal.
NEXT DAY:
The next day when I started the computer, after the login process, I saw in right bottom corner an icon that to the AMD INSTALL MANAGER that it required an restart. So I thought there was a second part of that update but decided to wait with it until would turn of the computer.
I thought about testing streaming that day so I had a game up and OBS with twitch on the other.. 7min in Both screens turned black, like power shut off and the fans on the side of the pc started to go highspin. I didnt know what to do so I pressed the startbutton and turned it off. Then I turned in on again. Computer sounded normal, the fans were tho a bit louder than normal.

The "not normal" stuff
A list of all the things Ive found who is not as its supposed to be after the "crash":

  • In the windows settings window, all is normal, mouse is fast, response time is normal but outside it, everything is laggy.
  • Im using brave as my standard webbrowser. Brave is very slow, even going to youtube, it lags. Even writing letters, they popup after half a second or more. Do I go to Firefox, all is normal. I even tried to reinstall Brave and that didnt fix the issue.
  • I booted up a game once after this crash, the game booted up without issues, all graphics were sharp as normal, but when an animation happend, it lagged a lot.
  • Im using two monitors, the primary is on 2540 (something like that) x 1080 and the other one is 1980 x 1080. After this crash, the secondary monitor had the resolution it was supposed to have but the primary monitor were locked to 1980 x 1080 (I couldnt change it).

Thats all issues I remember.

The pc is one year old.

You shouldn't power off the pc using the power button. There could be open files which could lead to corruption (Mostly system files). Clicking the actual restart button in the os also does some more stuff (some clean up, not saving state of programs to make sure they can cleanly start next time etc.). I'm not entirely sure with windows, but it is a possibility, that an installer also hooks into the restart process (not shutdown) to do some finalizing actions, so a proper restart is strongly advised.

If you keep having trouble with it try validating your windows installation (Microsoft has guides on their website).

the AMD INSTALL Manager is supposed to check if the AMD: Adrenaline edition program is updated or not. (If im not completely wrong). There was no drivers update to the graphics card in the AMD adrenalition program.

I dont think anything is wrong with the os

Do I need to go into "safemode" while reinstalling the graphics drivers?

There is something else Im confused about. Isnt AMD: Adrenaline Edition used for a graphics card?
Bcuz my Graphics card is ASUS but I get updates from AMD.
