is ur ram meant to be slots 1 and 3 btw? usually its 2 and 4…

You have front panel pins in for power. They don’t look correct for power from what I remember on fpanel

it says on the 'system memory' page, just pulled up your manual online

Yes
Bare minimum you need on the board. CPU. 1 dimm and nvme.
Remove any extra fans etc. ensure just 1 fan header plugged in, the cpu header
only 1 fan is plugged in

And also check the cable for the cpu and PCIe is correct. Many PSU have similar or same connections and won’t boot when wrong cable is used. Just ensure the label as easy to mess that up if new to it too
Tbh looks like your dimms were in wrong slot for 1st also. As should be 2 and 4. But you only need 1 Dimm in slot 2 now
