If it is not that then it could possibly be a short or something on your motherboards USB headers

First things first, flip the switch on your power supply and then unplug it

If you look at the top of the cable connected to the GPU, there's a small clip, make sure uou press on the back of the clip so it unclips and remove the cable
Okay, now find a Philips head screwdriver and unscrew the 2 black screws on the left side of the gpu
I’ll find one
Once you do that do not try and pull your GPU out, there is one more step

What do I need?
At the base of you GPU there should be a clip
This image is looking at the top of the gpu

Okay, you need to push that clip to the right, and towards the motherboard
It should sorta click into place and you GPU should nudge a little bit
It's probably gonna be hard for you given your large CPU cooler

Okay, that's gonna make things a bit tougher
Now you can pop out the CMOS battery and replace it
You can use something flat to sorta get under it at the top
But be careful not to scratch the motherboard
The clip at the bottom is holding it in

there should be some thick cables running to the front of your pc
they look to be to the right of your gpu a little bit up
try unplugging those
I fixed it
I guess the cables leading to my usb needed to be reseated
