Maxed out CPU usage most of the time - Dell XPS 13 2 in 1 i7 1065g7 with 32 gigs ddr4 ram

Laptop just feels sluggish with this issue and I have been unable to pin point the exact reason to why this has been happening.
6 year old laptop.

Requesting help for a solution to this - running windows 11

I don't knw much about it, but i know that it delets certains fonctionnallity of windows to make it lighter in terms of space and in CPU power etc
