Thats either surface or sensor on your mouse
As it’s your movement being stuck not a stutter
I've used 3 different mouse pads, and I've used 3 different mouses. Unfortunately none of those fixed the issue
On a second look through you’re turning each time. If your image stutters going forward, then it’s stutters
I’ve just changed the polling rate on my mouse to 125hz and it exaggerates the problem even further. Here’s a Look:

Well the entire screen, but yes the wall. All edges of all objects including enemies are like that wall in the video

It looks like a TAA artifact to me
(Temporal Anti Aliasing. It sucks)
It happens on every single game and happens regardless on what AA technique is being used. In this video, I have anti-aliasing turned off because its Apex and competitive. I've had this issue for many many many years now :c
Are you using DLSS or FSR?
Nah like I said man this video was on Apex. I was using nothing. No anti aliasing at all which includes DLSS / FSR
This issue also makes games feel almost heavy and sluggish. Also kind of like input lag. It also causes the image to look sluggish as well. So if Im on my computer, 240hz looks like maybe 80 fps on somebody elses setup lol

But, when recording natively the blurry the jittery vibrating objects (likes walls and edges) is not showing on PC recording
But the skipping and stuttering and jumping when panning the mouse is still showing on PC recording

It looks a lot better there, but I have no idea about the issue. It looks kind of like microstutter.
Yeah it’s so bizarre I have absolutely no idea what it is. All I know is the lower the polling rate, the worse it gets but the issue is still there when at max 1000hz polling rate and it feels terrible, but the camera doesn’t pick up on it as much unless i use the slow-mo so I’ve been doing my testing in 125hz polling rate so I can very easily tell when the problem is still there
If you are experiencing this issue across two machines with separate hardware, then there must be some linking factor. Do you have any like software or connected internals between the two systems?
I cant think of anything because I believe absolutely everything has been changed. All peripherals, all components in the PC, everything
There are only 3 factors that have stayed consistent throughout this time. Both previous PC's were prebuilds from Techfast, my internet, and my power. Theyre the only 3 things that have stayed the same throughout this time
when u reinstalled windows, did you reformat all drives?
