don’t need the receipt to RMA it, just an order number or similar
not a lot you can do to fix a damaged monitor, though someone else may have some ideas
are there any budget monitors above 180hz
If this happens regardless of the connected device or input used, it's the monitor itself. Your options are to claim warranty, or replace the monitor. I'd go with replacement, as that monitor was originally released in 2018.

No idea, I don't repair monitors. Could be the LCD panel itself, or one (or more) control boards inside the monitor. Usually when it's heavily ghosting like this, it's the LCD panel itself.

As mentioned before, if this happens regardless of the connected device or input method, it's the monitor itself. Changing settings in your PC won't magically fix a monitor's failing LCD panel...

Some GPUs only spin up their fans when the GPU is under enough load to get hot enough.

but after like a couple minutes it started to glitch
but it took longer than it took in windows
i don't know why
most likely cuz bios has lighter load
if it glitches on your lcd screen an your external monitor it's maybe your gpu , or your integrated gpu if you have one
