I have been noticing in most instances even more CPU entensive games. My CPU is only reaching half usage or just over. This makes me wonder how far I am able to upgrade before bottlenecking.My current specs are listed below.
CPU: Ryzen 5 5500.
Current GPU: RX 5700 Reference card
16gb ram.
and as far as PCI-E 4.0 thats a nada. So that will limit performance on some cards. Whats my best options?

Using a PCIE 4 card in a PCIE 3 slot will barely affect performance. Gamers Nexus found that a PCIE5 card in a PCIE 3 slot lost around 4% performance, so loss would be even less than that. What’s the budget for the new card?

around $450 Canadian. Also exploring the used market as well

For that price, I would say used may be the way to go for performance. Not sure what the market is like in canada. Possibly have a look at used 7700XTs, if you can get one of those within 450CAD I think it would be worth it. Maybe also a 4060Ti 16GB too if you can get one in that price range. It does perform slightly slower but has 4GB more VRAM
