Pc lags in every modern game.

i currently have a 7900xt and a i7 9700, 32gb ddr4 3200hz ram and a asus z390 gaming motherboard and a 1000w psu. I play fortnite at medium settings and get 20-120 fps.. and when i move my mouse, or try to fight my fps drops to 10-15... Does anyone know what i can do? i have tried every bios trick. resize bar, everything..

I tested a 8700, same problem...
