The second I start cinebench or any other all core workload my 5950x immediatly drops all cores to 0.8 ghz. Temps are 50 degrees. Please help

i have PBO on with limits disabled
havent changed any settings manually

I thought it was something to do with windows power settings, i changed settings from balanced to ultimate, and then it fixed it, and then I rebooted it and started having the issue again

Then go to Control Panel > Power Options > Choose or customize a power plan > Ultimate > Change plan settings > Change advance power settings > Processor Power management
