#New CPU still stuck at about .7 GHz

I upgraded by CPU from the i5 6600k to the i7 7700k recently. One issue I had with the older CPU was that it was stuck at .70 GHz, and even after putting in this new CPU I got, the GHz seems to still be stuck around .70 GHz. I'm not sure if this is an issue with the CPUs, motherboard, BIOS settings, or what. (I've been leaning towards BIOS but I'm unsure what settings to look at to fix this issue) Whatever it is, this has been hindering me from playing most games that are CPU intensive. Any help would be greatly appreciated.

If that /sticks/ at 0.79 - that'd be a big issue. I have no clue why it's stuck like that while running Minecraft unless there's a power-saving setting to hibernate it while minimised. I know some games have that.

See I'm worried about this - it looks like either your processor is stuck or the sensors on the motherboard are kinda screwy.

Have you changed any power settings?

Maybe not in BIOS, but even in Windows?

Or any sort of FPS hacks or anything of the kind? I know some of them require you to fiddle around with registry settings and processor states and whatnot.

i have my power settings on high performance in windows settings and on nvidia control panel but that's about it, no other software to mess with the FPS.

And has it always been like that, or did it randomly start one day?

Sorry to pepper you with questions, but it'll help narrow down /where/ we should start troubleshooting. I've only ever had this issue once but I just took out the CMOS battery and reseated my CPU and it started working. Albeit I also did do a fresh Windows install.

I'd try a fresh Windows install first - if you haven't already. I'd assume you've resat the CPU as you've changed it - so check the mobo for any bent/damaged pins. I'd also do a BIOS clear - which means just unplugging it from power, hitting the power button while unplugged a couple of times and then removing the clock/watch/circle silver battery from the board.

i took the cmos battery out for about 3-5 seconds and placed it back in

That particular motherboard has a slow mode switch on the board that is used for extreme overclock cooling (ie liquid nitrogen). Toggling it back and forth a couple time and then making sure it is firmly in the disable position seems to have helped some people before. If you haven't done so yet, I would also recommend making sure you have the latest BIOS firmware installed.

I hadn't either, but being stuck in the lowest power state speed seemed odd, so I did a little google digging and ran across it in a couple different forums.

@topaz whale @sage plank i got it to run at 4.0 GHz by disabling intel adaptive thermal monitor in bios
