everything is cranked as far towards performance as it can be

It's a light client alternative to Asus's Armoury Crate
So a non-bloatware alternative to bloatware
BIOS is fully updated, drivers are fully updated, I used DDU for a fresh everything

Download hwinfo64 and monitor temps, and power usage. See if it's thermal throttling. Check if it's not getting the proper power / wattage.

I backupped my laptop but in ur case backup ur pc then reinstall windows

Yeah that sounds like overheating
Good news is that a new coat of thermal compound will fix it
Bad news is that it's an involved process
I know how to do it, I've built a bunch of PCs, it is definitely pretty dumb for laptops tho
And yeah I looked up that Asus apparently doesn't put thermal paste on their shit
I'm just wondering why it wasn't an issue before
They probably used thermal pads
