Alright, sounds like the card might not be seated fully or isn’t getting power. Turn off the PC, pull the GPU out, and re-seat it firmly—make sure it clicks. Double-check the power cables are plugged in properly too. If it’s still dead, try a different output port (like HDMI instead of DisplayPort). Still no luck? Could be a BIOS issue on your motherboard needing an update.

i'll try more of this tomorrow; so far all i've done is check the connections and all that, the card is fully slotted in there, and i've checked prior if my new PSU can handle the card (which it can). i have tried a different port on it, a DVI one and still no luck
Never really went into BIOS on this PC, and it's very confusing from the other bios's i have interacted with prior

Check your BIOS for PCIE generation setting and switch it. Update bios beforehand and makes use there is a way to roll back if you need to.
