also will it improve cpu performance?
while playing games the gpu is like 70% and the cpu is 100% all time
not even throttling
Task Manager confirms its the same form factor - it doesn't mention the DDR generation but at 2933 one would assume it is DDR4, it also states your computer has 4 sockets.
Task Manager isn't always correct but is 'quite often' correct. If this is a laptop I'd be sceptical of it having 4 sockets but its possible.
To answer your first question: if you are able to confirm the DDR Gen and available sockets I don't see any reason why it wouldn't work.
will it improve cpu performance? In the literal sense? No. You are likely to see better 1% lows and overall frame rate simply due to having more available RAM for the game to use and not having to constantly swap things in/out of RAM.
Don't trust Task Manager's GPU util, use another app for that, I've seen cases where TM says GPU is 1% utilized but its actually 100%
If your CPU is pegged at 100% util and your GPU isn't stressed (GPU-Z or in game metric) you've got a CPU limitation (also called a bottleneck) - In that case you might try increasing visual settings if you're not already maxed out.

i have i5 10300H with GTX 1650 Ti mobile GPU
and it runs CS2 20 FPS on Lowest preset and 15 FPS on Highest preset

I don't play CS2 so can't evaluate whether that is 'normal' for that hardware but looking at other people on reddit with similar specs they are getting 60-80FPS with a CPU/GPU of similar performance so that sounds unusually low. In saying that, the games' minimum hardware calls for at least 8GB of RAM and 4 CPU threads. If you're running software in the background like Chrome, Discord etc. you might want to add an extra 4-8GB to any game requirements simply due to other background app usage.
Just in case though, If you close all open apps like Browsers/Games does your CPU util remain high? If you leave all of them closed and run CS2 is performance any better?
Windows 10/11 ideally wants more RAM than you have, anecdotally, with Chrome and background apps open my system sits at 11.8GB in use and closing Chrome RAM usage only sinks to 8.4GB so you could be heavily starved for RAM. A pair of 16GBs might sound excessive but if you want to have other apps open in the background you might find it worthwhile. An extra 8GB though should get you to a better place if that is what fits your budget. You can always see if you have a friend that might have an 8GB module you can borrow to test with, if things get a lot better with it then you've got a good answer as to what is causing the issue. Alternatively some tech workshops might be nice enough to let you use some of their Testing RAM to check it out as well, I'd recommend asking to borrow it to test in the shop and, if it works, buying the RAM directly from them, it might cost a little more but consider it a 'Thanks for letting me test' fee 😉
In either case I think getting more RAM will almost certainly help performance but you might have something else going on as well. Its a bit hard to diagnose what might be going on beyond that via Discord, you might need to have professional services take a look at it.
