additional question is should I also rather purchase the Thermalright Frozen Notte 240 compared to the phantom spirit/ royal knight? seems to be on sale right now for 49 dollars

Royal Knight is the offset version (scythe Fuma 3ish) of the Peerless Assassin. Phantom Spirit is the successor to the Peerless Assassin. PA will perform better as a cooler, but RK is offset for RAM clearance/visibility for RGB.
Air cooler or AIO, that's up to you personally for what you like better. The AIO simply just won't last like an air cooler because there's more moving parts, but it "looks" better to people.

the pa is not in stock for me right now
since the coolers are pretty low price anyway so I'm not too worried abuot the longevity part

It would be about on par in terms of cooling performance. Noise wise, it'll be a bit louder but nothing too concerning for most people.
