I mean there are some parts that can be the same as here but the price 710$ isn't really much for a pc. You can always search for some websites that can provide smaller prices but most of the "cheap" websites are just scams. I'd leave it as it is, if 710$ is too much then he should search for cheaper GPU and CPU (currently I'm using 5 3600 amd and it's good for most of games so it's a lil bit cheaper that 5 5600 and it also comes with fan)
As the GPU I'd choose AMD Radeon RX 7600, it can be cheaper depends where you search.
The prices are high so in my opinion, your friend should save some money and then he can afford a better pc. Rn I'd change also the pc case cuz rgb in budget pc is one of the most expensive parts
