More fps per dollar is for sure the 7800xt
If u dont care about rtx, dlss and better encoder just go for 7800xt

I checked benchmarks & other setups for fps games, most r using 4070 super. & So will I cuz I mostly play Valorant & CSGO on a 1080p.
You'll get 200+ fps with that gpu & monitor ez.
