Is there any cables I may have missed or do I need a psu with a second cpu power 8 pin
The specs are z790 msi gaming plus wifi motherboard. I9-13900k, rtx 4070 super, ddr5 ram, 750watt psu (kinda old)
make sure the cpu power is connected. try switching the header it's plugged into. failing that, reseat the cpu
I’ll try and reseat the cpu tomorrow. How often does “mis seating” a cpu happen?
more common on threadripper/epyc cpus, but it can happen on any lga socket (meaning the pins are on the motherboard).

I can’t even get into the bios.
Imma get a new psu and see if that solves the issue. If not I’ll see if I can get a replacement motherboard or cpu.
Whenever I put a cpu in, I always give it a little wiggle and make sure everything is in properly.
Depending on the board, you can update bios without a cpu installed.

put the file on a usb, plug it into the specific port, and push the button. after like 5 minutes, bios is updated

unrelated: i just noticed your aio fans are the wrong way. you want them intaking from the front.
It's mostly common on boards like, for example, the z790 boards when they first came out that support both 13 series intel and 14 series intel. To use a 14 series intel cpu it requires a mobo update for the cpu to work. That's usually it, but now the z790 boards ship with the mobo update allowing both.
z790 supports 13th gen out of the box though
Yea I’ll figure the fans out later. Best thing rn is to get the computer up and running. The case is a next 510i or something so it has a solid front so less cooling

Update. I did a bios update using the bios flash button and it did not work. I reseated the cpu and everything.
Next step I guess is to try a new cpu or psu. I got a friend with a new cpu so imma try that on Tuesday and see if that works out
If it's beeping, making noise, fans spinning etc, it's probably not the psu.
Right, but to use 14th gen it needed a bios update. I was just answering the general question, not the one pertaining to his/her specific problem.
It’s the cpu. Used a spare cpu a friend had and it worked
