#looks like thermal pads rubbed off on gpu die pins, is this causing display issues?

See picture for reference, added water block to gpu and since it won’t display past post (or if nvidia drivers are installed), it does display in safe mode. Could this be causing my issues? If so, best way to clean the in between of the pins?

These are resistors not the pins of the GPU die. What the hell is that paste job? No wonder you have thermal grease EVERYWHERE, there is too much and it's badly applied.

Thermal paste should be electrically non-conductive, but it has a different dielectric than free air so could be causing capacitance issues between those resistor contacts in high frequency signalling.
In short, a lot of IPA, a soft toothbrush and a lot of time spent carefully scrubbing is required here

Thermal pads should be going on the memory modules so they have a connection to the cooling of the water block, I hope those pads are still stuck to the metal as they're not on the IC packages
