I got myself a new GPU a few days ago, and ever since I installed hyperland, I started seeing these lines whenever stuff changes on either monitor. Could this be related to the open source amd driver? If so, is it known? I'm not quite sure what to google for. Or is it a bad unit, in which case should I request RMA?

I can't reproduce this issue with other devices though, with the same cable
and it also happens on primary monitor. but I've only noticed it on there like twice. so I doubt it's the cable

other option is to revert to amd official drivers, not open source and see if it goes away. just keep trying to narrow down the possibilities.

after a bit of google searching, I've noticed that people complained about MBO (multi plane overlay or sth like that?) causing flickers, but I can't seem to figure out if this is a windows or general thing

Huh, weird. I can't seem to reproduce the flicker if i change the refresh rate of my first to 30hz (second monitor's 60 either way) 
but obviously, that's not really useable

I would open an issue on the hyprland GH. Hyprland's still beta, so those issues are kinda expected. Most people there are really nice and will try and fix the issues @uneven raven
