I would recommend to get a pc that is not more than 1800, but there is a lot of options and I don't know what you like so yeah that is the advice I can give you

you will not find new stuff for that price. look for used systems but still will be hard to find. i suggest to just keep saving

But for that, assuming you're in the us, Craigslist or scourer ebay for your components minus the drive, psu, and MAYBE the case (worse case you can temporarily leave it on the motherboard or such till you can buy a case)

Even if it's an older CPU as long as it's got some decent threads on it like the one I recommended it'll be fine
