I would recommend to get a pc that is not more than 1800, but there is a lot of options and I don't know what you like so yeah that is the advice I can give you

Do 1080p editing, 4k is out unless you're looking for low framerates when editing then just buy a used gaming pc

But for that, assuming you're in the us, Craigslist or scourer ebay for your components minus the drive, psu, and MAYBE the case (worse case you can temporarily leave it on the motherboard or such till you can buy a case)

But as broke as you are it's the most affordable way to get your foot into the door to some editing

Even if it's an older CPU as long as it's got some decent threads on it like the one I recommended it'll be fine

And that GPU will not great for gaming has some editing potential

1080ti was the first 4k card

And the 2080ti was simply the 1080ti if you didn't buy one already... except it was more expensive
