Ya it's hard to hear what's going on through the video. But the only things that should be making noise in the PC is the fans and the speakers, and also an AIO Pump if you have one. So just make sure that your sound on windows is muted and your speakers are turned down to see if you still hear the noise. If you do then, just open up the PC and take a look at the fans. Maybe there's some dust and gunk that you need to clean from it.

I’m assuming it’s just my pc fans but in the back there’s like this really quiet rumbling sound, best way i can describe it is like a washing machine but without the water
