from what you got before win 11
and make sure their are no background programs or windows update
For example I play only CS2 and before updating to windows 11 I've been getting (max MS) maximum to 12/15 and now I get 30/40. I can record later for better understanding

I tried league and it drops my fps from 120 + to 8

you mean the 'ms' in the right upper corner? If yes, its not ping it frametime

See if you can factory reset your router. If you have any custom dns change it as well
The isp's dns servers are fastest for gaming

I have an rx 570 its always ram speed issue. I overclocked my ram everything is blazing now

yea about that when I disable csm support and go back to bios it stays enabled
you either didn't press save or something wrong with your flash image. you will have to reflash the bios

this will improve framerate by 3 to 4 max. i think whats wrong with rx 570 to 590. is they lack cache or something. they are mid renge gpus. not high end. the more ram responsivness the better fps
The 5700 xt is a good bit better
It's about as good as a rtx 3060 12GB but it only has 8GB of vram but for most games like fortnite and Cs it's not a problem

the reason why you feel laggy is that you only have a 60Hz monitor and only a 4GB gpu
