Update form a previous threat yesterday. I was able to get past the startup BSODs by turning off “Turbo Boost” in the BIOS settings. However, now when I run cinebench or anything else intensive, the p cores max out at 3GHz and refuse to boost to the 5.5Ghz specified by Intel. I’ve tried updating Intel ME firmware, ME interface. Using the latest motherboard bios version.

Another anomaly I have is that I cannot get Intel extreme tuning utility window to open. It will show the splash screen once I click it, but then the window just refuses to appear. I’ve already uninstalled and reinstalled XTU 10 times.

So it appears to be a defective cpu. From Reddit:

I know it's been two months since the last post, but I'm having the same issue. After months of intensive research, I can confirm it's a faulty CPU. I have a 13900K and have tried everything: updating the BIOS, adjusting every RAM setting with and without XMP, conducting a memtest, using two different sets of RAM, and trying another PSU, as well as three different GPUs. Then, I tried disabling Intel Turbo Boost. Turning off Turbo Boost solved all my problems. It seems to be related to a faulty memory controller in some CPU batches, and the harder you push your CPU, the more unstable it becomes. My computer runs fine with some apps but becomes really unstable with intensive ones.

I've found other people on the internet posting about issues with their 13900K. It appears to be a problem with some 13th Gen CPUs, it's the silicon lottery. Those who returned their chips (RMA) solved their problems. And now they can use Intel Turbo Boost without problems with their new chips. You just need a replacement.

I've opened a ticket with Intel to request an RMA and will keep you posted.

So a CPU replacement is my only option
