psu fan spinining?

That's awesome. They make 24-pin plugs for testing that make PSUs think they're hooked up to a mobo for testing fans and other peripherals.
I would guess that your cable is incorrectly pinned and acting as one of those plugs.

yeah. basically there is an electrical connection somewhere that is bridging the appropriate pins.
i would troubleshoot by swapping the cable as its cheap. and then go from there.

only thing thats allways getting power is 5VSB and then all other ones only on if pin 16 (power on pin) connected to ground
I do have another psu but its in my personal pc
oh, wow. that's interesting. yeah.. it would be work but you could swap out the PSU to see if it make sa difference.
you wouldn't have to actually install it, obviously. you could just plug it in next to the case.

I only have hard drive led power led and powerbutton
No clue if they havw anything to do with it but i saw someone recommending to check them
all you need is the power button for testing

if the 24 pin is unplugged nothing will work. having the 24 pin plugged in is what engages the PSU. that's why they make 24 pin shorting plugs for testing.

i just do that with paper clip

true story.. we had a component fail in reator controls onboard the USS Alabama once and we limped back to port on a paper clip because we didn't have the part onboard.

And by unplugging the 24 pin I can know because the psu would be on
