I dont really think there is much to change if you want a black build for that budget. Zach probably knows a lot more about this stuff than most people in the server tbh.

Ryzen 5 7600 will give the same performance as a 7800X3D if you are using a GPU less then a 7900 XT/4070 ti super

for blender you might wanna consider a nvidia gpu but if its just a small amount of blender then the amd card will still be good
