My psu could make this problem or mobo? I ty fresh windows instal and same issue
It could be to do with CPU sleep states.
That is disable in bios
When the pc go to sleep shut down and open up with fan at max, and to stop it i need to force shut down
When power on after sleep don't take any comand
It's power on himself
The pc have 2x Intel xeon cpus and 196 gb ram 2x gtx 1080ti in sli
Okay, so I have a couple of suggestions. First, you're unlikely to find any help here until you learn express yourself yourself in english. Second, anyone who wants to help you will want the pc's full system specs and if you don't know what means, you need to look it up.
And third, I sound rude, I know that, but it's sometimes necessary.

If sleep states are disabled then surely the pc cannot sleep? Have you tried turning them on?
It sounds like a workstation, and the user has no idea what computers are.

I have a workstation PC and when I leave it on without doing anything, after about an hour or two it shuts down and restarts by itself. When it restarts, it doesn't take any commands and displays nothing, only the fans run at maximum speed. To make it work again, I have to hold the power button for 10 seconds.

Same issue c stats on and off
I reinstaled windows and same problem
Only on idle do this issue
If I let it to work at something no problems but on idle restart and than I need to force restat it by pressing power button 10 sec

Only things that come to mind are psu or cpu power settings.
Cpu is more likely, since it goes to sleep and doens't power on after doing so.
I have very little experience with server cpus and workstations, I wish someone with better knowledge would chime in. There might be some power options that I don't know about.

It might be a windows issue though. Try disabling standby.
If it's sending the wrong signal to the cpu, then that's what the result looks like.
