Go with a ryzen 7 5800x3d and you have a great pc
For cheap and the price to preformace king the amd ryzen 5 5600
If I was to upgrade my gpu to a 6700xt what cpu would you recommend along with it
and do you think its even worth upgrading?
5700 xt is till a king and is about as good as a rtx 3060, but its upto what monitor and games you play
But for now go with a 5 5600

League of Legends can't use that many cores. That's why the CPU utilization is low. You are CPU bottlenecked. That also means that any improvement in upgrading the CPU is only noticed from the single thread improvement.

So upgrading from a 3300x to a 5700x is apporximately a 26% improvement in LoL.
Even though the CPU in total is more than twice as fast because it has more cores.
League just can't use all those cores
But preformace increase in more then one game is way better

The 5700 will still be a nice improvement for gaming
It dose come with a better cooler but it uses the amd mounting brackets that had to be removed to use the cooler that came with the ryzen 3 3300x so you need to see if you can find them.

Single core speeds has two components. The IPC (Instructions per clock) and the clock speed.
So he might have just looked at the clock speed
In a game like LoL that can't use all the threads, it's the single core speed that matters
