I have 400$ currently able to spend on parts
why upgrade the motherboard?
i don't think a 3200g will run anything better then a 1650
your mobo is a M-ATX one so no it will not fit a M-ITX case
and its a am4 mobo so it can upgrade upto a ryzen 9 5950x if he wanted too
or the gaming power house a ryzen 7 5800X3D
true but what about future upgrades
i would try and sell the cpu and gpu then buy a ryzen 5 3600 or ryzen 5 5500 then go for something like a used RX 6600 XT and if you have more money go for a 2TB drive.

he can use a 4090 and a 7 5800X3D ofc with a 750-850W psu
and still get GREAT performance

i like to go with lower power options as i work with used computers and i see a lot of people using 750W psue for somthing like a ryzen 5 1600 and a gtx 1650 and most of the time you only need a 500 or 600w psu
I mean a psu is something you can carry forward through multiple builds
Ye it's why I like 750w but you also need to remember that electricity costs money and its not free, a pc that consumes closer to 1000w is just too much for me and getting a too big psu also reduces its efficiency.
