I mean, it's a really old TV which sounds like it needs a new power board. And if you are happy with a 720p TV that isn't even 60Hz, you can find that used for so cheap that repairing it is probably more expensive.

Really only half joking. 720p 45hz is so old that, like you said, you can probably find a free or $10 monitor that’s better
