Apparently all nVidia cards above RTX 20 / GTX 16 series support DSC over DisplayPort 1.4+ so... very strange indeed. All I'd do is try another known-good quality DisplayPort cable, and see if Dell offers firmware updates for that monitor.

No idea of the specifics. You'd have to ask nVidia as I cannot locate any of this super technical information on their website either because it doesn't exist or I'm blind.
Even DisplayPort's official website doesn't go into details. sigh. And people wonder why I get all cranky when expensive products "don't work" as the consumer expects. 😦

I agree, well thanks for the information. I'll continue to look into it and see if I have a displayport that runs 480Hz that I can test.
Ah, some more information in the top comment.
DSC is an optional component of DisplayPort 1.4, not mandatory.
So just like the shitshow that is USB-C, who knows what the manufacturer of your specific RTX 3070 FE card actually implemented. 😦

Would I need a display port 1.4 to unlock the 480hz to test?
To my knowledge, you need DisplayPort 1.4 if you want to hit refresh rates above 240Hz (or maybe 300Hz) at 1080p resolution. I usually check this handy forum post for details.
