PC doesnt shut down or restart

My PC has recently not been shutting down or restart when i press the button i manually have to turn it off by the socket in my wall or it stays on

no its when i click the window icon on the taskbar and then click shut down or restart

and it just hangs with pc still being powered on but windose stops?

my monitors turn off and dont turn back on like they would when my PC on but my GPU andf fans rgb stay on nothing moves though like the fans dont spin just the lights are on but when i click restart it doesnt turn back onto my monitor but the RGB still on

if you unplug and replug it rgb come one with out pc starting?

no it stays off until i turn on PC from the case then

my friend said it could be the graphics drivers but having recently installed them i dont think it is

gpu dose not have any afect to mobo giving single to pin 16 on 24 pin

PSU recently got replaced but it was fine until i replaced my GPU

try riping out gpu to see if that changes anything

why would i want to take out GPU its a 5900 gre
