It sort of depends on what you're doing. I mean for gaming and other normal stuff, 16GB is pretty good. So might as well keep the faster speeds. If you add in the slower RAM then that'll cause your other RAM to move at that speed as well. But I mean if you're running out of RAM doing whatever you're doing then go for it.

Also as far as I know, 1600 is DDR3, the lowest DDR4 can go is 2133
