#why cant i get 45w charging/samsung super fast charging

guessing by this, you're connected to a power strip. It'll be fine, just make sure to not overload the strip. If you have the standard charger that "super fast charges" that came with the phone, it's 25w. The one that came with my phone as a few weeks ago decided to stop outputting more than 13w. [charger came in the box with my S20 Ultra]
If you have a 45w charger, make sure your cable can support it. Should be USB-C on both ends at least.

Charger 1 cannot step the amps down properly to charge at 45w without frying the phone. To protect your phone, it's charging at 1A likely 5v
Charger 2 is able to step down the amps to 2.1 so it can charge at 45w without sending your phone to an early grave

Based on the 2x Lenovo chargers you linked, it appears the second one from your work(?) with the rounded edges supports the USB-C PD3.0 specification, while the first one doesn't... at least, it's not listed on Lenovo's product website. I'm with @vale rock here... either a) the charger being used isn't capable of negotiating higher charging rates, or b) something is "wrong" with the phone.
The white one he tried in the 2nd photo is 20w. Yet it was only giving the phone 5.6w. [+/- 1-5w for active use]

Could be this. I'm unfamiliar with Samsung phones, but my OnePlus 5T won't fast charge above 80%. (Rather, it shows fast charging, but battery monitoring apps indicate it's slowing down the charging rate as it approaches 100%, which is what it's designed to do.)

It's mostly right. But samsung phones still charge at "super fast" even above 85%. It's just above 18w.
My charger is 25w, once it hits 85% it slows and bounces between 15 and 18w.
