it started since the day i got this pc, everything works well, low temps, clean and no bloatware (im pretty sure).
i played a game in both roblox, fortnite and valorant with uncapped fps and i get frequent stuttering despite high fps, it foes from 100-200fps to 60-70 abd then back to 100-200 every second
my specs are:
rx 480 8gb
asrock h97 pro 4 motherboard
i7 4790k
20gb of dd3 ram (1333mah) 4gb x 3, 8gb x 1
sata ssd and a wd hard drive
the case is pretty big and has decent airflowasrock
the reason im saying this right now and not before is because i want to record games and make vids
this is really frustrating

How long have you been running the RAM in this configuration? I think you need matched pairs to run dual-channel on Haswell. That essentially cuts your RAM speed in half. Don't know if that's your whole problem, but maybe a starting point.
