I dont have experience with servers so I dont know what components like cpu and motherboard I need. Im gonna be using the server for game hosting, could, plex and NAS.
I have 2000USD budget.

first of all, you have to consider your usage of the service like the cloud and plex you have stated. For example, how many people are going to use your server. Game server? What kind?
second, how much data are u going to store into your nas? Because you can use any nas drive (hdd or ssd) to store your stuff depending on your needs. So, you have to consider about the performance needed to fulfill your needs (at least dont make it bottleneck)

Im gonna put few TB of M.2 SSD and rest can be HDD,
I want to have at least 20 TB of drive and
there are gonna be max 5 people ( in the cloud storage ).
Im gonna buy some graphic card or put old one I have there but not yet decided if im going with GUI but I can do both.
About network, I have kinda bad internet but there is not much I can do in my location. I have around 60Mbps download and upload.
Game servers: Minecraft, Valheim, Factorio, I dont think Im gonna host more hungry server than Minecraft. There can be around 20 people.
