one 2600 is not the best cpu and fortnight has bad lows

What's your RAM speed?
I left it stock i think like 2666
Hmm maybe use MSI Afterburner to see what is being utilised the most (basically what the problem is probably)

Although I said list all the cpu cores specifically because the averages don’t tell you shit when playing a game. 1 core/thread could be at 100% while the others are like 10, averaging to like 60%

not sure if these help but it looked like gpu usage would fluctuate between super low utilization and super high utilization. CPU in general stayed from 50%-70% usage
I've got two things:
Priority & Performance mode
Try putting Fortnite in a higher priority mode (the only way I know how to is through task manager):
- Start Task Manager (Right Click on the Start Bar and select Task Manager)
- Click on the Processes tab.
Right Click on Fortnite.exe and select "Set Priority"
You can then select a different priority, which we want high. - Close Task Manager.
If that doesn't work then:
- Open AMD Radeon Settings or control center.
- Select Preferences, then Radeon Additional Settings.
- Expand Power and click Switchable Graphics Global Settings.
- Select High performance for the Graphic Setting. Click Apply.
- Click Switchable Graphics Application Settings.
Select the Fortnite.exe from the list. - Select High performance for the Graphic Setting. Click Apply.
You can do both and then try Fortnite if that's easier
