#Founders Edition 1070 Ti Spins fan for a short bit

Friend of mine gave this to me and claimed that it was working till they opened it up and put it back together.

When I took it apart, there was no visual damage that I could find (I can and will show pictures if needed but I don’t want to open the GPU again atm, it took ages pain_cry ).

The fan jolts a bit when the system first powers on, but otherwise isn’t registered at all by the systems I’ve plugged the GPU into.

It seems to be dead, but why?
Is there a chance it can be revived, or is it just done for?

@rancid anchor Decided to open it up, and forgot that there’s this oil like residue all over the place.
Could it be the issue?

It doesn’t seem to be water damage, but it’s not out of the question.

Tried cleaning, but it made no visual or performance (as in working at all) difference.
So unless I can somehow get this sent to some high end tech shop, I don't think I myself can do anything with this.
