you can draw more performance out of an older gpu by using a newer cpu instead
even if you went with an r5 5600, b550 mobo, and used the ram you have, you'd get more performance out of the 1070ti you currently have
though i'll warn you, palworld is relased being partnered with amd, so it works better with an amd gpu
