Depends on what your CPU requirements are
Any motherboard can use 2x 3090’s as long as it has enough PCIe slots for it

You’d be limited by the number of PCIe lanes on the CPU and how many lanes your mobo can bifurcate into
If you want many many multiple GPUs, it might be beneficial to get a mining mobo
