make sure you press f10 in the bios when setting your ram speed. if you exit without that, it doesent save changes

i’ve learned that having the volts not at 1.2 causes crashes and other problems

when i turned on xmp with my previous cpu i had to change it to 1.2v as well but it showed 3200mhz

Ik this might sound dumb but do you save the changes after u exist the bios. If you do then sometimes some RAM may require for you to manually change the speed instead of using xmp. If that does not work it could either be a motherboard problem or a ram problem. Can you RMA?

I know my XMP doesn't work at all. I had to manually set mine.
