Seems very odd, there are a few possibilities and I'm afraid that virus is one of them. I absolutely do recommend doing a clean install of windows 11. Do check the clock speed and set it to the appropriate speed if needed, virtual memory would help but 30 gb of ram in desktop is very odd.
Check your task manager and see what uses ram the most.

I don't suggest you overclocking the ram, but you can certainly check what's your ram capable doing, other thing you can do is upgrading them. 32gb seems okay compensating for the speed.
It's not as stable, could lead to a system crash and even hardware failure.
how do you know its not stable tho?
Ram isn't made to be overclock. And I've tried it before.
