GPU usage hits 80-90% while CPU usage remains around 40-45%. GPU temps hit 70-80 degrees with hotspot temps up to 101 degrees. e.g GPU temp was 68 when hotspot temp was 101. I have the oc/silent switch on my gpu set to silent. Is the 68/101 gap between gpu and gpu hotspot temps ok? How can I fix this because it doesn't feel/sound right at all.

Set it to oc unless the fan noise bothers you to much then it should be better otherwise you might want to repaste the gpu
Though you might want to reinstall windows if it doesn’t work I’ve heard switching gpu or cpu can cause shenanigans
would this need me to reinstall everything (games, work apps etc.)
the gpu still spins up like a jet even when the switch is on silent
playing escape from tarkov puts the cpu at 40-50% usage, while my gpu goes up to 100% usage and hits the max junction temps of 103. is this bottleneck calculator wrong? low cpu usage with max gpu usage means the cpu is extremely capable of working with the gpu no?

Bottleneck calculators are wrong, always. At 1440p, the gpu is almost always the bottleneck. Since you have the fastest gaming cpu money can buy right now, it will definitely be gpu bottlenecked.
That 30C delta between the hotspot and the regular is a little weird.
What cpu did you have before the 7800x3d? If you bought a new motherboard, you’ll need to reinstall windows.

(i hope) im reasonably experienced with pcs so all old drivers have been uninstalled, flashed the new bios, chipset drivers and i ran ddu in case even though i didnt change my gpu
the main suspect here for me is thermal paste drying up? its been 2 years and i also read many people having issues with temps specifically on this model (red devil) and having repasted multiple times

switched from a o11d mini to a h6 flow
i have the 3 front/diagonal intakes, and a 360rad on top exhausting air out
cpu temps are great even when playing cpu intensive stuff (tarkov) or running stress tests and benchmarks
You could try putting 2 on the bottom below the gpu
Usually the gpu hotspot delta is about 10C different
i guess i have to sacrifice clock speeds to lower temps for now, doesnt seem like its being caused by a certain setting/problem
So if fans don’t cool it, you’ll probably have to repaste it
Definitely repaste it if your having thermal issues and the fans work as long gas your comfortable doing that if not you can ask a repair shop to do it
