Airflow is simple, look at the direction that either the blades spin (normally the open side without bracing is intake)
Some fans also have airflow indicators on them.
Fan speed, if controlled by motherboard can be accessed in the bios, or if they have a controller try looking for software to manage fan curves.

They’re set to silent yet run that hard when on the login screen

Try pulling them off and checking, that might help resolve that part
