The numbers are the max for HDMI 2.0. If you plug the DP in and have screen tearing, but plug the HDMI and don't then it's the port. Can't really test with a 1440p 240hz monitor as you'd be running at a lower refresh rate than the monitor so it would be an invalid test. All this could be for nothing and it could be a software issue of course.

What I'd do in your situation is take out the second GPU, plug a display cable into the now only gpu in your system, test if it has screen tearing. then take it out and plug a monitor in through the hdmi on that same gpu, and test if there is screen tearing. If there is screen tearing with display port but no screen tearing with hdmi, then I'd pin it down to the cable, monitor, or something to do with vsync perhaps. But taking the secondary gpu out might fix the issue anyhow.

This has absolutely fried my brain. It's something to do with vsync, it's nothing to do with the hardware. If it was the hardware it would still do it on your other monitors, and if it was the gpu or motherboard it would stop when plugged into your other GPU as the issue would only be the one PCI-e slot or the GPU itself, but it's persistent on both slots on both gpus.

I'm not sure if any of that makes sense, but rest assured it's not your GPU or motherboard. Saying that actually, it could still be the cable, but it's probably something to do with vsync
