i bought a gtx 970 Founder edition for cheap and it had some funky wires soldered to the back because the previous owner messed it up, the repair was beyond professional but the gpu worked
he sent me a video of the gpu working an a image of geforce experience detecting it
now to the point
i installed it on my pc and i even bought a brand new psu but it wont work
it first showed up on the device manager and didnt let me enable it so i deleted the drive and now it wont show up

the pc sends vid if the vga cable is plugged in
but if i use the hdmi output of the 970 it just dsnt send an image
Just use the vga if you can it’s best to have a video out of vga then no video out of hdmi
the seller sold it to me running
and he was using a dvi port
and im trying to use hdmi

If he guarantees it worked, it could pretty well be the HDMI if he didn't use it.
But fuck, what did you pay for that?
Considering the soldering job on that and overall condition, i really hope you didn't pay any more than like $50 for it 
Only suggestion would be try each of the display outputs.. I'd generally say that soldering job could have just not survived the transfer from them to you in one way or another
Especially considering the fully exposed copper wire, and 2 detached wires on the left side

because the gpu heats up after a while
the chip is warm after 5 mins so that indicates that its working
i mean if i find the blue print i could fix it
im good at soldering

i can find the schematics for all the gtx 970s out there
but not for the nvidia one

i can find what pin does what and try to see if theyre connected to the chip
