if you hit the power button your pc case, your computer will go to sleep. i recommend you dont use the case buttons as they can be funky sometimes.
This also applies to when I press shut down through windows
Only when I press reset through windows, then the PC will fully turn off, but then it will turn back on again as a reset would normally do

Apparently your problem could be due to windows entering a kind of hibernation state. So try disabling fast startup in the power settings. If you have that enabled then windows enters a kind of hibernation state when you shut down, it does this so that it can startup faster. It's in control panel > hardware and sound > power options > "choose what the power button does." Then you'll see it there, just have to select the thing that says "change settings that are currently unavailable." If that doesn't fix it then check your BIOS settings and there'll be some RGB stuff there to check probably. But keep fast startup turned off.

no. does it spin forever or does it slowly ramp down after shut off?
It will spin forever, unless I hold down the power button

This tutorial is to turn off RGB on Asus Strix Motherboard. There are several versions of the motherboard, if this video is different from yours, kindly follow the below steps.
From the BIOS main screen
Step 1) Go to Advanced Section
Step 2) Choose APM Configuration
Step 3) In ErP Ready, change the default value from Disabled to Enable(S4 + ...

i would do the above video first and then see if they still spin after shut down
