Cpu speed dropping while gaming

• if i open like a youtube vid in the background, the speed remains low while without gaming its up to 4000mhz

somehow heavy cpu loading kills the speed

the cpu temp is jumping too without sticking max(98C)

currently without gaming its 4400mhz

also i noticed that if i open an app or minimize an app or little every-day things, the speed also drops to like 3500-3900 for a sec then jumps back to 4000+

you probably need to cool it better that is HOTTT and I say that with a air cooled 5800x

your clock speeds can jump without your cpu being max used

This might sounds crazy, but 98C degree cpu is not rare in laptops, its pretty common
