f it doesn't work, I would take a closer look at external USB ports on the chassis and internal USB connectors on the mobo, if there is something touching it. A loose cable, the chassis, or such

I've had this sort of issue before, I just updated my bios and it ended up working

Try removing power and cleaning each USB port with a toothbrush and Isopropyl alchohol.

Power doesn't matter. It is discharge of static electricity in your body to the components.

If you have a cheap case or a damaged one from shipping, the motherboard can be touching the case somewhere causing a short and giving you the error. It has happened to many users here like that.

Just assemble everything outside your case and power it on

So another thing to try. It could be a short from a broken or damaged USB port. I think some systems will not bring up all the front panel USB ports when in Bios. so you may be abel to get itno bios but it won't boot when it goes to power the front panel USB ports. I would try disconnecting the cables from the USB headers on the motherboard and see if that helps. Refer to your boards manual to deterine what is what and where those might be.
